On most houses, yes. Gutters (eavestroughs) hang from hangers or brackets fastened through the fascia board, ideally into the rafter ends behind it, so the fascia carries the weight of the gutter and the water, leaves and snow in it. That's why rotting fascia often shows up first as a gutter that sags or pulls away. Sometimes. New aluminium or vinyl soffit panels can go over an old wood soffit that is flat, dry and firmly fastened, but vent openings have to be cut through the old boards wherever the new vented panels sit, or the attic loses its air intake. If the old soffit is rotted, sagging or stained, covering it only hides the problem: it should come down, and the cause (usually water from the gutters or the roof edge) be fixed first.

Often, yes. If the fascia boards are sound, the soffit panels can be replaced on their own. We check the fascia and the roof edge behind it when the old soffit comes down, and if the boards are rotted we'll tell you before recommending a fascia replacement too.
